GENERAL DESCRIPTION

OAG is seeking a full-time Grants manager to oversee all grant programs issued through the Crime Victim Services Division (CVSD). The position is within the Sexual Assault Prevention and Crisis Services (SAPCS) Section of CVSD. Establishes programmatic grant parameters to ensure grants are in compliance with statutes and grants parameters. Works collaboratively with the Grants Administration Division in reviewing, scoring and approving grant applications and provides ongoing programmatic support to all grantees.

ESSENTIAL POSITION FUNCTIONS

  • Participates in program planning, development and implementation of sexual assault primary prevention program within the Crime Victim Services Division (CVSD).  Reviews and evaluates information on current prevention models, outputs and activities in order to identify gaps in resources and determine trends.  Recommends activities and develops action plan to build, support and sustain effective primary prevention programs.
  • Program manager for the SAVNS program.  Reviews and ensures vendor is meeting contractual requirements in coordination with OAG Grants Division.
  • Provides technical assistance to local and statewide sexual assault programs that receive Rape Prevention and Education funding through the Office of the Attorney General.  Works in conjunction with other CVSD program staff to conduct trainings for grantees and their communities.  Maintains communication with grantees on new developments and resources.
  • Coordinates all federal reports and grants for sexual assault prevention funds.  Coordinates working agreements with other state agencies regarding the funds.  Develops policies and procedures related to sexual assault prevention funds and primary prevention activities.  Assists in developing RFA or other funding mechanism for future grant cycles.
  • Coordinates all federal reports and grants for the OAG Victim Assistance Strategy.  Coordinates working agreements with other state agencies regarding the funds.  Assists in developing Requests for Application or other funding mechanism for future grant cycles.
  • Coordinates CVSD’s efforts on the Primary Prevention Planning Committee including acting as a liaison with co-facilitators, managing the workload and timeline of the Committee, and actively planning and participating in the Committee’s activities.
  • Participates in program planning, development and implementation of Prevention activities for the Texas Human Trafficking Task Force led by the OAG.
  •  Reviews and evaluates information on current prevention models, outputs and activities in order to identify gaps in resources and determine trends.
  •  Recommends activities and develops action plans to build, support and sustain effective prevention efforts.
  • Assists the Sexual Assault Training Program (SATP) Coordinator in efforts to help local sexual assault programs meet the required minimum services needed for OAG funding.  Assists in providing technical assistance and training to local programs on OAG program standards and coordinating with the statewide sexual assault coalition on outreach. Assists in developing the criteria for the minimum standards for sexual assault services.
  • Performs related work as assigned

 MINIMUM QUALIFICATIONS

  • Grant Specialist III:
  • Education: Graduation from high school or equivalent
  • Education: Graduation from an accredited four-year college or university with major course work in Governmental/Political Science, psychology/Social Work, Criminal Justice, Health Sciences, or related field; may substitute full-time program administration or grant management experience for required education on a year for year basis
  • Experience: Five years of full-time experience working in grant management, program management, business administration, public administration, criminal justice, victim services, health services, or closely related field
  • Knowledge of sexual assault issues and dynamics and/or the public health approach to primary prevention
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines
  • Skill in effective oral and written communication
  • Skill in exercising sound judgment and effective decision making
  • Ability to receive and respond positively to constructive feedback
  • Ability to work cooperatively with others in a professional office environment
  • Ability to provide excellent customer service
  • Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
  • Ability to arrange for personal transportation for business-related travel
  • Ability to work more than 40 hours as needed and in compliance with the FLSA
  • Ability to lift and relocate 30 lbs.
  • Ability to travel (including overnight travel) up to 5%
  • Grant Specialist IV:
  • Experience: Two additional years of full-time experience working in grant management, program management, business administration, public  administration, criminal justice, victim services, health services, or closely related field

PREFERRED QUALIFICATIONS

  • Experience writing and managing grants
  • Knowledge of victims’ rights and resources; crime victim’ compensation; sexual assault prevention and intervention services, and volunteer management practices
  • Two years full-time experience working for a state agency
